The Role Of Government in Success Elections in 171 Regions

This year Indonesia has finished election day for choice the governor and leader in district and municipality, Indonesia will be held the local election again in 2018, 171 Regional autonomy will be prepare and has registered to held election, th \ere are 17 Province 115 District and 39 City as the province that held the election of the governor there are, North Sumatra, Riau, South Sumatera, Lampung, West Java, Central Java , East Java, West Kalimantan, East Kalimantan, Bali, NTB, NTT, South Sulawesi, Southeast Sulawesi, Maluku, North  Maluku and Papua. To success this program government with Private’s sector and academic’s sector must integrate for manage and ensuring to this annual democracy’s party. Related to the government in preparing for elections next year that must be careful to control this program, all sector especially community should get the political education, as you know in this era where the issues are easy we create like hoax information that will become trigger to make conflicts in all the region, when the election for DKI Djakarta’s Governor implemented many people disintegrated because of SARA issues, this one become the high attention, hopefully in the next election it’s doesn’t occur again, Overcoming of many problems which comeback in the elections day revealed by Police , we already prepare for those and possible possibilities who will come at elections,  next year election will be held at 27 Jun 2018, many factor until right now not yet finish such as NPHD, DP4 for determine vote data, as the data from KPU the data has been complete but also many regional not yet finish MoU for Complete NPHD.

In 2018, Election Commission has target for people participate amount of 77.5 Percent, its quite high than 2017 so that to achieves this one target KPU and Government who become host at this program must struggles to approach people and for this same point with political parties. I think if government serious to get the target to supporting that, local government has to synchronize all the program with central government, determine holidays for vote, and promote and inform about election in tv, social media etc. People must come and vote at election day, it is very important to get bright future or welfare regional, People must be smart to vote his represent for leading local government because if people vote depend on who candidate give money that’s very wrong way, the effect not just for you as people but also for stability this country. In the 2019 Indonesia will held the president election certainly next year become reference to prepare Big Democracy in 2019.  For government don’t forget to control this program, don’t ever because election many conflict threatening national unity.

     

DYNAMIC AND PROBLEMATICS SUB DISTRICT

Indonesia has about 74.053 Villages. The village existence in Indonesia government is the least section in government services. Mostly Indonesian people live in Villages, so that as the least section Villages has many important roles for make the prosperous community. As the parts of bureaucracy the lead of villages has the functions as the lead of local society too, and has the roles and positions so significant in order to developing and manage that villages.

As the reference of successful story in President Joko Widodo for the first thing is realization good village governance with the approach of good governance, in the process of dealing with problems concerning ‘the ability manages village governance with existing regulations. Especially since the enactment regulation number 6 of 2014 about village. The regulations become the momentum of revival of villages governance. With the good implementation hopeful villages will be more have quality and has potency to support prosperous people and then to enrich the quality of live at villages. In the case of Indonesia, villages has position as community hasn’t  monopoly by the country or regional government , the authority are real and free with the local approach and local government. With the background in the real condition after enactment of Regulation Village the village head has many problems because most of them has least knowledge about government studies, so that central government focus to give training for their. To manage village has two essential indicator there are Human resources and natural resources, but until now we don’t find out the power to change a own potency become a the power to fulfill community’s necessary.

Dynamics and problematic implementation of Villages Law,

1.     Sub district is the one of the regional instrument of the regency and municipality that has functions to implementations good governance as like in the regulations depend that regional authority. During this sub district regulated by regulation no. 19 of 2008 about sub district. But in the fact when the government has released new regulations about local government No. 23 to 2014. Beside on data until to date there is no specific rule to manages a  sub district, so that right now the local government especially who work at sub district very panning to manage administration in there.

The sub district has been reputing as the unit services but so ambiguous because in the first side sub district is the parts of instrument local government but in order side includes territorial. The purposes make regulation about Village, among other :

a.     To support Movement and participate community to developing Village potency and assets to achieve welfare together.

b.     For Building professional, effective, efficient Transparent and responsibility Village Government

c.     To improve public services for all people to accelerate general welfare.

d.     Modernize the village Community and overcoming the national development Gap.

e.     Strengthening the village community as a subject of development.

The sub district as parts of local government during has been implementing regional Autonomy mandate, as we know it can’t go away from the rules. The roles of sub district must increase again because we know that village has many capacity further more beside differences conditions geographic and topography. I think the role settings at sub district not yet detailed so that rising a variation of authority.   Base on Government regulation no, 43 to 2014, extended  about task of coaching and controlling Village but we will find out that but also the elaborate of this one is not specific Sharply about the type of the facilitation and Coordination, it becomes task of head sub district. The roles of sub district is very important for empowering village, because beside it Can become network to communicate with local government and municipal city and also central government although in the process must be hierarchical. For the case above Ministry of Internal Affairs must be quickly make specific regulations to manage about sub district for minimize error to interpretation about local and central apparatus and developing government from the borders side.

Importance synergy and harmonization in the Developing Government

Synergy of Local Government Policy through harmonization and synchronization  of Local Development Planning had been implementing but also not yet success, for developing local government among all of stakeholders such us Supervisory and control team for local inflation has to manage several factors there are : targeting issues that trigger price fluctuations through a short term approach, Giving solutions for structural  problems, streamlined a distribution, and managing a structure market, efficiently  in other sides, according to article 25 of law number 23 of 2014 about local government, local government has to consent for implementing development to improvement and equity people, so that their must consent in several factors : Public income, Job Opportunities, Field of Business, Access to Public Services and Regional Competitiveness. Ensuring the implementation of National Development, so government has strategies Communication to create stable and dynamic conditions, consist with several factor there are :

1. Political stability and security,  the government must protect indonesia's diversities , to increase public trust for apparatus, to increase collective awareness of the danger of the terrorism
2. Managing the Bureaucracy becomes effective and efficient  these means to increase integrity, accountability, effectiveness a
   nd efficient in bureaucracy toward implementation  government, development, and public services and to establish relationship between all stakeholders, so as the support the national development process in effectively and efficiently.
3. combating corruptions, corruptions is the big problem in our country until now days government still struggling for fight it, Corruptions eradication commission (KPK) has investigated many corruptions case, in the last their gets an evidences in Ktp el case, for combating this problems government must build effectiveness law enforcement andthen optimize effort to prevention corruption to increase effectiveness reformation bureaucracy 
4.  Economic Growth, availability of infrastructure to support the improvement of economic progress anthen strengthening the economic structure andthen manage the regulations overlap
5. acceleration of equity and justice 
6. sustainable development in these poin we can see in the usage of resources and waste the reduce, strengthening controlling of pollution and development governance that encourages the use of resource and technology

 

 

Solutions For Developing Villages

Central government has been working hard to build regions from the villages, every years central government allocates village's budget to finance the implementation of villages government , developing villages, empowering community. the allocated it calculated based on several aspects : area, popullation, poverty, and infrastructures. in this year government allocations from national budget for villages's budget amounted to 60 trillion to 74910 villages in 434 districts/cities, but for allocations will be realized in two term, for the first term allocations in march (60 percentage), and 40 percentage in augustentral government has been working hard to build regions from the villages, every years central government allocates village's budget to finance the implementation of villages government , developing villages, empowering community. the allocated it calculated based on several aspects : area, popullation, poverty, and infrastructures. in this year government allocations from national budget for villages's budget amounted to 60 trillion to 74910 villages in 434 districts/cities, but for allocations will be realized in two term, for the first term allocations in march (60 percentage), and 40 percentage in august

but in the process implementation still have money problems such as :

indicative budget report from villages government to late submitted to the district so that they have effect to legitimate village regualations, many apparatus's village doesn't know how to manage village, many apparatus has less educations, bad integrity so that the consequences,most of village leaders had been doing discretion example : corruption case approximately 21 cases in this year, beside of that in subang's village, treasurer has robbed who is taking village's money in the bank amounted 195 million, 

to control the villages, ministry of home affairs focus to minimaze the problems with many efforts they are sosialitation of ministry's regulation No. 113-114/2014 about village financial management and guidelines for village development, traning apparatus's village , andthen ministry of home affairs  cooperative with BPKP for developing a village financial system on applicatios such us : app management village's asset, village financial reporting system, etc

in sum of this problems, ministry of home affairs has to give recommendation for allocating village's budget so if that has been succes, the principle for good government will do fluently.
