INNOVATIVE GOVERNMENT

In order to increase development in local government, Central government has legitimated implementing regulation no. 38 to 2017 about Local Innovation, to realizes that absolutely Central government must push local government, carry on the idea, and action to make local government concern to that. As we know implementing regulation about innovation is the real of regulation to support regulation about Local Government, this regulation has been setting detailed about assessment, awards, funding of local innovation, and the utilization of local innovation, so that local innovation is all forms renewal in order to implementing performance of local government. The reasons why government focus and implementing this program because of people prefer choice the instant way to achieve everything, globalization affected citizen must to hurry moving, private sector has implemented innovation to give services such as taxi online, Grabike, Gojek, etc. Based on data business e-commerce currently year of year steady increasing, in this era many people tend choice e commerce than conventional market, this case same with me, I prefer use my gadget to buy something  just click and choice what you want, indeed its so easy and make me satisfied with that services, this evidences the people right know need instant, easy access, and cheap cost, this show of the new phenomenon of marketing, so that the government required to be able to provide the best services more effective and efficient.  

Local Innovation is the mechanism to fix and fit functions of government like administrative, regulation, services, and empowering. Innovations also is shortcut toward the prosperous regional, local government must be able to show the best performance as usual, people can access, no expensive, expand area and we get best service also. For examples we can see in Surabaya provided e health program this innovation makes people easy register to get health service, this so important because we don’t need waste time to come earlier just for getting ticket. Ministry of internal affairs which have function to control like supervisor for supporting regional make innovation in order to get welfare. Triggering this aspect towards scheme innovative government award who held once a year. Actually, this program not only to give appreciation for award who regions succeed it, to boost innovation in the other regions,  central government should provide fiscal reward like money or programs.

INVESTMENT FOR PROSPERITY

National stability is the important thing to enhance local and national developing, many aspect become focus government efforts to protect whole People of Indonesia, to realization a condition stable, comfortable and fair.      

So far away, I think in this sector still have problem that make investment in Indonesia steady constant, you can see our government give many authorities to local government for own developing, although not everything, so that currently central government give chance for developing with existing cultures.

Based on my previous article about e permit which this procedure will make the bureaucracy easier. In this part we can see this program has name one stop service, day by day we can see Improvement of services quality it showing steady increase, 34 Province, 399 District, 98 Municipality has built this institution. Based on data from Ministry of internal affairs 17 Regions have not established this service.

In case many regulations inhibit investment in regional but government finally canceled 3142 regulations, the majority of that about investment. Sum of this case we can see problem in one stop service such as not all regulation delegated to local government, the procedure not integrated, Human Resource not cooperated, and longer service process depend money or indicate process corruption.  

If the process goes well, exactly many people believe and satisfied with government services and the end of that, investors will come to here and together developing Indonesia become prosperous country in the world, Damn love Indonesia.

  

E-PERMIT STILL ON THE PROCESS

The one of tasks ministry of internal affairs is to synchronize RPJMN With RPJMD for make sure synergy the purposes point of development and to achieve targets in RPJMN has become the priority, and harmonize relations between Central and local government in order to achieves the essential goals in National Development, To optimization resources with efficient, effective, fairly, and sustainable and also budget adjustment for developing central and local government based on local diversity.

In increasing economic Ministry of internal affairs supporting local government to open chances for investor come and build Indonesia.  Based on data for the aspect easy doing business Indonesia currently in the 40^th position of all the countries. This show up Indonesia has been success enhance this aspect,  Beside of that several factor become focus to success these programs, such as ministry must make a regulations to make investment permit simply.  To leads of that all permits must use technology, it could be easy and reduce corruption. In many countries the process just need 3 days instead of more than one month like in here, but day by day our president is commit to change this problem. To solve this problem and easier permit today in 34 provinces build one stop service program.  honestly this program give many benefit and cut off long process of bureaucracy but also for principle and location permits still held by local leader.  In the fact, this program not really success we still find out indicates misappropriation such as employer make long term of the procedure and high cost. If this problem still happening so central government must give sanctions based on Government’s regulation No. 12 of 2017
