OVER THERE HAS THE GOVERNMENT ALREADY FINISH PREPARING EVERYTHING FOR GENERAL ELECTION IN 2018

In this year Indonesia will held election in 171 regions, many factors must become the prior attention to this, actually 17 provinces who we know those are such as west java, central java, east java, north Sumatra, south Sulawesi, west Sumatra and the others, many political advanced revealed this general election is representative president election, it shall be held in next year. Based on the theory Local Leader election {PILKADA) is the place for show off people sovereignty based on principles demonstration go line with Pancasila and UUD 1945. PILKADA is the responsibility for every part of government central and local, so that people can use their suffrage and also getting an information about step, profile, and capacity all candidates. We can measure the election has succeed if many people participate in this event and then has powerful participate to choices the best leader who become candidate.

There are fifth indicators will realize the best election, such as:

1.    Independence PANWASLU and KPU in local region.

2.    Bureaucracy neutral

3.    Electoral Participates

4.    Quality of politic

5.    Legitimate of government

Honestly, if all indicators have completed Indonesia will show up the good democratic country in the world because Indonesia is the first country who has more than 17.000 islands in the world. Based on data Ministry of Affairs give a DP4 as the basic data in general election. According to data BPS the potentials electoral in 2018 amount of 160.756.147 people spread off in 31 provinces, 381 Municipality/district, 5.564 sub districts, and also 64.526 Villages. In data Ministry of internal affairs, local government to realize and conduct general election has saving budget amount of more than RP 18 trillion. It is so expensive If all the budget we use to development this country I think this more useful than general election, government must think deeply to achieve advantages before when make decision. The other factor must be clear is that about political stability, this point is very important, to solve this factor government must coordinate with police and Army to protecting and maintaining stability. For Local leaders who stepped in become candidate in election don’t ever cooperate with civil servant to ask become their volunteer, indeed this wrong way, until right now government hasn’t make regulation to set civil servant not have political contract I mean suffrage in political election like police and TNI. Hopefully in 2018 general election will be success.

THE CRUCIAL PROBLEMS IN LOCAL GOVERNMENT

Indonesia is the biggest country in ASEAN, who has 514 local governments, in 2016 ministry of internal affairs have an assignment for controlling the regions, so that we have identified five crucial problems within implementing local government such as:

1.    Weaknesses of integrity in order implementing local government 
2.    Abuse of power by local leader
3.    The Planning document and local budget NOT consent to make prosperous region.
4.    The quality to manage local budgeting still lower
5.    Local government disobeyed to the high regulations

I am try to break down this problem one by one,

Integrity

The weakness integrity in implementing local government based on data amount of 43.882 % or 40.60 percent required LHKPN who doesn’t report LHKPN to corruption eradication commission (KPK). Hopefully, all leader in local government such as governor, leader of municipality To report LHKPN Gradually. Actually, integrity not depend just to report document, but in real life the leader must clear and clean to take over everything, government has many tasks to make the prosperous regions, all the apparatus must have same integrity to serve and service people, indeed there same like us need right also but as the civil servant this is the priority.

Abuse of power

Many of leader use their power to make his own business, that mean the leader make the regulations without think the effect in future, this become the worst ethic by leader, absolutely president Jokowi show off the good attitude, mental revolution become his innovation in order to service people, as you know I am not members his party but the president has good political style so that many people respect to his, I have heard information from youtube but I forgot the channel, he revealed Jokowi is the most influence leader in the word but also I forgot what number, majority leader use his power in permit sector: we can see many local reg. doesn’t suitable with the higher regulation yet. The permit’s procedure hasn’t good standard, the amount of money which has to save haven’t regulation, and then the business process not well.

Planning document

When the government want to implementing development, the first step it must have the planning document, which this document like dossier will become references, Many types of document such as RPJP, RPJMD, RKP, RTRW and etc. Those documents very important, the worst problem who make stuck development that document not synchronization with the central planning, many problems still up to in local government such as regional developing planning documents have not become the main basis, they have differences between planning document and budget document, so to solve this problem central government must firm to control, check and revision that, currently supervisory apparatus of government institution already made, properly this agency involved not just to controlling but also in process planning and budgetin.
